Well, for one thing, the ability to do this had to come from somewhere. I'm only aware of a limited number of sources someone could obtain an ability like this.
First of all, the personal demons give out items. But their utility is generally less than this. Furthermore, I'm only aware of one such item per week, and I had this week's item. I used it to make it rain blood on Date Kaname. [wow.]
Otherwise, weekly adventures. Are you aware of any additional source...?

If we go over who went each week - many of them have since died. We can narrow it down to a list of particular suspects. I received an item from my adventure, but I don't know what Kon's was from the same adventure - so we can't rule out his was used for this somehow. Still, I think it less likely.
I don't know if Tuuri used hers the other night, and I never asked what it did either, but... seems unlikely. I think Itto's item was the one he used to heal you, though. And if Kon used his, I doubt it was used to brainwash Tuuri like that. Besides, we already know a dead culprit means no trial.

I would suggest that is precisely what the culprit counted on. They picked Tuuri, someone they must have known would confess if pressured, but no one would want to see her killed.
