Don't let me overstate it - he is the Lord of hell. He expects respect, he is powerful, and he is not such a bleeding heart that he would let us go if it inconveniences him. But he is not cruel.

Yes - he does seem to have not managed to convince the denizens of hell not to whine and complain. Perhaps it would serve his position if he were to banish us someplace worse.
I'm not sure the demons here are paying close enough attention to know that.
If anything, we could demand Satan change the rules and let the winners stay here as lords of hell and banish the rest. And then we can all lose if we want to leave, and genuinely try to win if we'd like to stay.
